We are seeking a Loan & Grant Domain Lead to serve as a critical bridge between loan and grant program operations (including underwriting, credit decisioning, and servicing) and technology delivery. This role ensures that platform design and implementation accurately reflect real-world program workflows across the full lifecycle—from application and underwriting through servicing, restructuring, and closeout.
The ideal candidate will translate complex program rules, policies, and operational nuances into explicit system behaviors, workflows, and decision logic (e.g., eligibility rules, underwriting criteria, servicing actions, and exception handling) for Engineering teams, enabling the development of effective, compliant, and scalable solutions.
This role also serves as a key alignment point with client expectations and priorities, ensuring that all solutions are grounded in operational realities and validated against program requirements, including alignment with existing legacy processes, data dependencies, and downstream financial and reporting impacts.
This role is accountable for preventing misalignment between business requirements and system implementation and must be able to identify when proposed solutions are technically feasible but operationally incorrect.

Key Responsibilities
- Lead domain strategy for loan and grant programs across the full lifecycle (application → underwriting → servicing → closeout), including definition of underwriting decision criteria, loan structuring logic, and servicing workflows such as delinquency, restructuring, and loss handling
- Translate program rules, policies, and regulatory requirements into explicit workflows, system rules, data requirements, and decision logic that can be directly implemented by engineering teams
- Work directly with Engineering and Product teams to define, refine, and validate user stories, workflow configurations, and system behaviors, ensuring domain intent is accurately implemented without rework
- Ensure solutions align with client expectations, priorities, and operational realities, including field-level processes, program-specific policy nuances, and differences between direct and guaranteed loan programs
- Validate system designs and workflows against real-world program operations, including edge cases such as incomplete applications, exception-based approvals, servicing adjustments, and borrower-specific scenarios
- Identify gaps, risks, and failure points in proposed workflows and system designs, particularly where policy interpretation, data dependencies, or integration points may cause downstream operational or financial issues
- Serve as the primary subject matter expert (SME) for loan and grant program operations, providing authoritative guidance to resolve ambiguity and prevent incorrect implementation of business rules
- Lead validation of platform capabilities during testing and implementation, ensuring functional accuracy, data integrity, and alignment with program rules prior to production deployment
- Work with technical teams to ensure that domain workflows align with integrated systems (e.g., financial systems, payment platforms, identity systems) and do not break downstream reporting or reconciliation processes
- Ensure consistency of borrower, loan, and transaction data across workflows, preventing duplication, data conflicts, or breakdowns during lifecycle transitions
Qualifications
- U.S. citizenship is required. Must be eligible to obtain and maintain a Public Trust clearance.
- Deep, hands-on expertise in loan and/or grant program operations, including direct involvement in underwriting, credit evaluation, loan structuring, or servicing processes within government, banking, or similarly regulated environments
- Demonstrated experience working across the full program lifecycle (application, underwriting, servicing, closeout), including exposure to real-world edge cases such as incomplete applications, exception approvals, restructuring, or delinquency handling
- Experience translating policy or regulatory requirements into system workflows, decision rules, and implementable product requirements, working directly with engineering or product teams during delivery
- Proven ability to work directly with Engineering and Product teams in a delivery environment, including defining requirements, clarifying ambiguities, and resolving mismatches between business intent and system implementation
- Familiarity with federal/state loan and grant environments is preferred, particularly experience with direct vs. guaranteed lending models, federal compliance requirements, or multi-program policy variation
- Strong analytical and problem-solving skills, with the ability to break down complex program rules into structured workflows, identify inconsistencies, and drive resolution across business and technical teams
- Ability to operate in a fast-paced, evolving delivery environment with tight timelines, incomplete information, and concurrent system, policy, and integration dependencies
- Experience supporting or leading implementation of loan, grant, or financial systems, including configuration of workflows, validation of system behavior, or participation in UAT and production rollout
- Understanding of how program workflows interact with data models, financial systems, or reporting requirements, including awareness of how upstream decisions impact downstream reconciliation or audit processes
- Ability to operate as an independent domain authority, making decisions and providing guidance without relying on pre-defined requirements or fully documented processes
- Must be located within a commutable distance to the Washington, DC metropolitan area and able to support on-site presence as required.
Preferred Qualifications
- 10+ years of experience supporting or implementing digital platforms or enterprise systems, preferably involving loan origination, servicing, or grant management workflows
- Background in financial services, public sector programs, or government-backed lending/grants, with direct exposure to regulated environments and program-specific policy constraints
- Experience working in Agile or product development environments, including participation in sprint planning, backlog refinement, and user story development in collaboration with engineering teams
- Experience working with or alongside financial systems (e.g., general ledger platforms), payment systems, or identity/access systems in support of end-to-end program workflows
- Familiarity with system modernization efforts involving migration from legacy systems to configurable platforms, including exposure to data conversion, workflow reconfiguration, or process standardization efforts
